O’Rourke has been picked for the ODI squad, Fisher for the T20I squad, while Tickner has been included in both formats after recovering from their respective setbacks.
Head coach Rob Walter said their return is a timely boost, adding that bowling depth is crucial with the packed international schedule.
There is also a comeback for Dean Foxcroft, who returns to the white-ball setup after strong domestic form for Central Stags, where he played a key role in their run to the Ford Trophy final.
With Mitch Santner unavailable due to IPL commitments with Mumbai Indians, Tom Latham will captain the side.
Several players Muhammad Abbas, Adithya Ashok, Kristian Clarke, and Ben Sears will link up with the squad after the NZ A tour of Sri Lanka.
Meanwhile, Kristian Clarke and Jayden Lennox will look to build on their promising performances from New Zealand’s historic ODI series win in India earlier this year.
The Blackcaps to depart New Zealand on Monday 13 April, with the first ODI starting Friday 17 April.
