According to ESPNcricinfo, Brook's decision was communicated to the BCCI by ECB officials last week before being passed on to Delhi Capitals, who had secured his services for INR 6.25 crore at the IPL mega auction last November.

While there has been no official statement from the IPL or Brook himself regarding the withdrawal, his potential candidacy to succeed Jos Buttler as England's white-ball captain—following their early exit from the Champions Trophy—could be a contributing factor.

As an all-format player with 18 months remaining on his ECB central contract, workload management may have influenced his decision. The ECB has yet to provide a comment on the matter.
Regardless of the reason, Brook now faces the risk of a two-year ban from the IPL due to a newly introduced rule.
This regulation, which takes effect ahead of the 2025 auction, was implemented following concerns raised by all 10 franchises about repeated late withdrawals by overseas players.
