In rankings released on Thursday, the IPL scored 62.6, finishing behind The Hundred (75.2) and SA20 (68). While the IPL earned top marks for player payments and reliability, it fell short in areas such as the “right to organise” and dispute resolution mechanisms.
WCA Chief Executive Tom Moffat noted that although the rise of domestic T20 leagues has significantly benefited the sport, there is still room for improvement.
"The growth of the domestic leagues landscape has been overwhelmingly positive for our sport, but it has the potential to be even better," he said.
"We want all sanctioned leagues to be successful, and to provide fair protections and standards for people within them."
The IPL has also faced scrutiny in recent months, including criticism over the handling of Mustafizur Rahman, who was dropped by Kolkata Knight Riders amid regional tensions.
Additionally, the Board of Control for Cricket in India has drawn criticism for its policy restricting contracted male players from participating in overseas franchise leagues.
The 19th edition of the IPL is set to begin on March 28, with defending champions Royal Challengers Bengaluru hosting Sunrisers Hyderabad in the opening match.
