According to ESPNcricinfo, Bumrah has not fully recovered from his back injury, which he picked up during the Sydney Test in January. The same injury had already kept him out of the white-ball series against England.

Bumrah recently underwent a scan in Bengaluru, which didn’t show any serious issues. However, he is still not ready to bowl.
The BCCI’s medical team will continue to monitor his recovery at the Centre of Excellence in Bengaluru. He is expected to start running in a couple of weeks before gradually resuming bowling.
This will be the second ICC tournament Bumrah has missed due to injury. He was also ruled out of the 2022 T20 World Cup in Australia because of a back problem that eventually required surgery.

The ICC had set February 11 as the deadline for all eight teams to finalize their 15-player squad for the Champions Trophy.

Any changes after that need approval from the tournament's technical committee. To replace Bumrah, India has included Harshit Rana, who recently made his ODI debut against England.
Additionally, Varun Chakravarthy has been named as a replacement for Yashasvi Jaiswal. Jaiswal, along with Mohammed Siraj and Shivam Dube, will serve as backup players and will only travel to Dubai if needed.
